This money pit should have been cancelled at the first sign of trouble many years ago. It’s sucked a fortune away from other projects.
If there’s a problem with launch or deployment it’s all for nothing.
Those working on it don't have much incentive to meet any deadlines or milestones. To them, it's a "lifetime" gravy train with development, testing, launch and follow on support and monitoring.
