Yes, it’s most likely that on an individual case basis that they could have pleaded their case to the US embassy an obtained some sort of emergency waiver of a visa requirement.

But this article did not mention any en masse waiver for Indonesians during that time frame.

Maybe she personally delivered him to Hawaii and they just fudged the documentation released through the FOIA to coincide with what pOTUS or Brennan dictated for public disclosure.

Since Brennan can cauterize passports, why not manipulate FOIA requests? They have taken months or years to comply to requests and the results are impossible to authenticate.
