I was in a five-man DoD office that was required to review that type of transfer of certain technologies and equipment. Not only did we all say no, but HELL NO!. The Clintoon administration overrode us and allowed the release technology to be installed on that missile, which not only never made it into space but the entire bus was never found by our investigators at the crash site.
The five of us wondered if it had ever been installed on that missile in the first place. I believe it had not and the entire launch and crash was the cover up for the illegal transfer of that critical technology.
