It is VERY expensive to cure someone of active TB. They must take an antibiotic for several months and a health worker must physically administer and observe the patient taking the dose in person.
As I recall, the expense of an active TB case is over $17,000. per year, not including the salary of the health worker.
As I recall, the expense of an active 'medication-resistant TB' is in excess of $200,000. per year in medication alone.
Given the contagious nature of both forms of TB, I think that it would pay Vermont to establish its own form of Ellis Island medical isolation,
just to assure the residents that it is unlikely that there would be any further contagion among its state population.
