They have large, normal dressing rooms that are now shut down, replaced by small, isolated, one person-only cubicles in the middle of the store.
Would not matter who/what was trying on clothes next to you are you are totally separate from them.

That will be the end result of all this nonsense: Single stall bathrooms, and one person changing rooms. And people will despise perverts more than ever.

That will be the answer for businesses that care about their customers and want to keep their customers. Sadly it is will be somewhat costly for businesses during a lousy economy and in the last year of an administration that is doing its best to destroy them by doing things like turning salaried employees into hourly ones.
But for those who still like shopping in stores, it will a selling point (do I go to Target and fend off the psychos, or to the other store with individual dressing rooms) and pay off for the business, hopefully.
