Thats true if the election was based on majority win and not plurality.

For example, say the elections were multi-candidate with one white candidate and at least five minority ones for each office. So a total of six candidates per office.

If all the white kids vote as a bloc, the white candidates can each win with 20% of the vote. The five (or more) other candidates divide the remaining 80%, an none of them win so long as none of them reach 20%+1.

Thats at least in theory, and shows the power of bloc voting to win pluralities.

I do agree though that the notion that the offices were all won by minorites, locking 20% of the population out of the government is highly plausible as well. But this notion of creating new positions to achieve some measure of representative presence based on race/ethnicity violates one person/one vote in a bad way. No matter the color of who won or lost.
