. Both the Walmart and the beach are public spaces. What is it that makes it absolutely ok to wear a speedo on a beach and absolutely not ok to wear it in a Walmart? Not advocating this
just asking.

Back when I was a kid, businesses had signs on doors that said “No shirts, No shoes, No Service”.

A beach is a public space. A business facility is a business that allows customers to shop there.
