Why are they publicising that they are going to release information at all? They should just do it. A lot of bad stuff can happen between now and March 19.

I can only guess but maybe they're giving Obama the rope he needs to hang himself. If their evidence has any teeth, Obama might just act stupidly (not difficult for him ) in between now and March which would only strengthen their case.
