You have to find a North Dakotan-English dictionary.I am from North Dakota, and I pronounce it bock-an, where bock rhymes with sock. I would assume it refers to the Bakken oil fields.

If it's Japanese then
this video explains the double consonant.
The way I learned in my college Japanese class was to use a soft/melded-semipause-hard sound. So,
Bakken would sound
almost like bah-Ken, where the soft
ah would meld into a soft ack-sound.
