Chakotay should have been Captain. Top Paris was a rebellious sort like Kirk and may have made a pretty good Captain.
That’s like asking if Ryker should have been captain, even though the first 3 seasons he turned down captain’s commissions more than once. Chakotay is steady and reliable but Janeway thinks 4 steps ahead.
