Department of Education 2009/2010 Ethnicity & Race Reporting Questionare

The United States Department of Education requires all state and local education institutions to collect data on ethnicity and race for students and staff. This information is used for state and federal accountability reporting as well as for reporting to the Office of Civil Rights and Equal Employment Opportunity Commission.

School district staff and parents or guardians of students enrolling in school are requested to provide this information. If you decline to provide this information, please be aware that the USDE requires school districts to use observer identification as a last resort for collecting the data for federal reporting.

Please answer both parts of the following questions on the student's or staff member's ethnicity and race. United States Federal Register (72 Fed. Reg. 59266)

Part 1. Ethnicity

Is the person Hispanic/Latino? (Choose only one.)

Part 2. Race

What is the person's race? (Choose one or more.)

Does it seem odd to anyone else that the USDE is classifying Middle Easterners as White? They're separating out the Pacific Islanders, but not Middle Easterners?

Hispanic/Latino - A person of Cuban, Mexican, Puerto Rican, Cuban, South or Central American, or other Spanish culture or origin, regardless of race.

So this includes SPAIN?

Since muslims all bow to the capital of the theocratic nation of Islam 5 times a day, every day, we should be noting their nationality as well.

Black or African American - A person having origins in any of the black racial groups of Africa.

So if you are black from South America, it doesn't count?

And if you are white from South Africa, it doesn't count?

What if you are an albino child born to black parents?

White - A person having origins in any of the original peoples of Europe, the Middle East, or North Africa.

But black supremacists tell us that Jesus was a black man. So at least SOME people from these regions may not be white.

Are Sicilians white?

I know, right? Now I realize that they can't make everyone happy with their classifications, but come on. Middle Easterners are White?

I find the whole thing odd and offensive. There is no such thing as an Hispanic. And grouping people with different languages, cultures, etc. as being Asian is pure nonsense. Is there a one drop rule to these classifications?

We need to stop this group identification.

So if you are black from South America, it doesn't count?

In any other country, their black people who just happen to speak Spanish or Portuguese. Only in the USA is it deemed something other than "black" if they happen to actually be black but their main language is one of the Latin-based languages. It's stupid, I know.

Speaking of which, I wonder what category Arubans fall into, since they speak a variety of languages, including Dutch and Spanish.

This whole categorizing thing is a twisted knot that is designed to balkanize, so twisted that none of these categories makes any sense.

If your kids are already in public school but you didn’t receive this questionare, then the school district converted whatever ethnicity code was already on file for your children.

I deal with this question every year and it makes me very angry. I have adopted children who are of mixed race. We don’t actually know what their race is! Every year I refuse to answer the questions and every year the school answers it for me.

I told the principal that for her to look at my children and judge them based on the color of their skin is racism, pure and simple.

70% of all north Americans are of mixed race.

No government is going to tell me or my children we have to reject their other heritages and embrace only one.

I go through this every census.
