Based on http://mainstreet.com/article/moneyinvesting/news/happiness-index-nebraska-nabs-top-spot which uses 3 simple metrics for fiscal soundness. Not exactly a proxy for something as encompassing as 'happiness' but still useful.
While I was fairly happy during the time I lived there I'm not sure if I ever 'corned' anything.
