Your flyer says "The US Military has openly stated it is their goald to 'OWN THE WEATHER' by 2025."
OK...That's NUTTY people talking...and talking about something they know NOTHING about. I am a US Air Force Meteorologist. That was a 7 panel team back in 1996...that was just a small part of a larger study on what the military might look like in 2025...that said that.
It is NOT the "Military" saying that. It was a small little think tank.
Your flyer loses all credibility by misstating the truth right off the bat...so why read the rest.
As far as contrails...bull. I do contrail forecasting all the time. The pilots like to stay out of the contrail level on combat missions because it is a big arrow that points to their plane. Ever see old WWII footage of a 600 ship B-24 raid or a 800 ship B-29 raid flying through the contrail level? Seriously...HAVE YOU? You can't even SEE the sky anymore...its one big cloud. Lines in the sky? Its called wind moving the cloud downstream and another plane following the same jetway producing another contrail. Number of contrails increasing since the 70's and 80's? Its called exponential increase in air travel.

When I was at Nellis, we had lightning over the base, no warning from weather about lightning in 10 or lightning in 5. I called the weather station to find out what was going on. The fellow steps outside, and almost gets hit - turns out the lightning detection system had taken a direct hit and wasn't reporting anything. Needless to say, we had already stopped loading live munitions or tanking aircraft long before that had happened.
