Did they ever consider that the change in the sea floor left a barren food table.
I suspect it will take time for the smallest animal or plant life to be re-establised on the fresh sea floor which will eventually lead to larger animals in the food chain to move in.
Just a guess.

I can imagine the intense heat that must have existed when the quake occurred. It may take years for life to reappear, but you can bet it will.
