If you go to http://www.multiproxy.org/anon_proxy.htm it will give you a list of known anonymous proxy servers. I would hazard a bet that you'll find EOM's IP's on this list.

I believe he was using this IP yesterday, which is from the multiproxy list of servers in Mexico:

customer-148-223-48-114.uninet.net.mx:80
