Their logical deduction would be... because that many monumentally stupid and ignorant people voted for them. And they’d be correct. And then, they’d either nuke us from orbit.... just to be sure... or would take pity on us and go conquer some other (more worthy opponent) planet.

Then those Martians do their due diligence, and find a copy of Laurence J. Peter's research and Raymond Hull's book The Peter Principle. The light bulb starts to shine brightly. "In a hierarchy, every person tends to rise to his level of incompetence." As a result, "every position in a hierarchy tends to be filled with an incompetent."
Hierarchy dynamics affect this progression of promotion. Further, there is no pressure to enforce demotion, which means that any large hierarchy becomes less and less useful over time, sometimes to the point where the hierarchy collapses over its own top-heavy incompetence.
When was the last time you saw someone actually refuse promotion?
