Very easily can be— and it just like the Millenium Computer Y2K event... that was easily solved (though compu nerds will tell you it was close run etc.) by shutting off systems until the date passed. Done
So, someone with simple steel like discipline and DECISION states... “we are at herd immunity and all restrictions, “vaccines” are all REMOVED. The emergency is OVER.”
And, it will be... very quickly. Start MASS resistance to any falsely applied authority.
