Perhaps she’s thinking of creating the “other body as Congress by law provide” or at least introducing and passing such a bill in the House—kind of a shot across the bow. Can’t go anywhere, of course, the Senate would have to agree and the President willing to sign, but perhaps this could be another arrow in the quiver kind of thing.

Pence as President (not Acting President) would never be able to get his nominated VP candidate through the House. The dems in ‘73 weren’t willing to try to overturn the election of ‘72 (a blowout BTW) although it was discussed. We’re not dealing with kinds of people today.
