The 30-state quash amendment discussion is from The Liberty Amendments. But it was not born there. It provides a further check by state legislatures on federal government abuse of authority.

Had something like it been in play in the 1960s and 1970s, the Great Society, Roe V. Wade and so much more would never have seen the light of day.

30 state legislatures means 60 state legislative chambers (or 59 if Nebraska is in it). Such a high bar is hardly susceptible to abuse. It simply means that if people are frustrated with federal government abuse and their US Senators are not paying attention, then they have recourse via state legislative action.
