He says because it’s too expensive to build new bathrooms. If he wasn’t a freaking liberal he would understand how lame that excuse is. All they have to do is go to the bathroom they are supposed to use. You don’t build new bathrooms for them, period!

I have seen bathrooms appear with doors that get locked. That makes them single occupancy and would be impractical in places with high usage. For those with less privacy, any type of exhibitionism would be unlawful, as it is in any other place.
You made Trump's case perfectly. If the bathroom use is kept the way it is, as it has for eons, you don't build new "unisex" bathrooms, dressing room and showers. People use the bathroom they are supposed to, and if you are cross-dressed, you make sure you do not expose your private parts or use that public facility for your voyeuristic opportunity. Exhibitionism and voyeurism are regulated and are unlawful.
