The April 7th, 2015 power outage in Washington DC is curious to say the least. Virtually instantaneously, the government declare it was not a terrorist attack. After all, how could that possibly be when the NSA guards the country. If there was an attack on the power-grid, then the NSA would have to answer for their failure. So clearly, if it was an attack, they would never admit it.
Instead, this has been attributed to a piece of metal breaking loose from a power line 43 miles southeast of the District of Columbia, which knocked out electricity to the White House, State Department and wide area including parts of Maryland. Can a simple piece of metal break and shut down that much power of a strategic area as DC? That seems to be an excuse like some drunk driver knocked over a power pole.

I can not believe that the infrastructure the Nations Capital relies on could be anywhere nearly this vulnerable! I don’t believe it is under “normal” circumstances.
Id think that there would be multiple redundancies involved at least for all government operations .
Cutting power to DC is a good thing.

Hey, I live in Bonner County in north Idaho, and that happens all the time. Squirrels on the power lines, too.
This is what is going to happen. When the load on the system becomes to great, the system shuts down. Otherwise, the transformers will overheat and blow. Before that happens, the failsafes will switch off.
Just overload an extension cord and hold that cord in your hand. It gets HOT, and it either has to melt, or the breaker kicks off. But, if the breaker can handle that load, and the extension cord cant, then the cord melts till it shorts. The very same thing with the grid. It senses the load, if the load is to high, it kicks the breakers to save the system from melting down.

If it was foul play, we’ll never know about it.
Just like a dozen very questionable events since 2002, the script is the same: Immediately state it is not terrorism, have a high level politician get on prime time telling the people you won’t rest until you get to the bottom of it, then a willing media drops the story.
Still, I think it wise to make provisions in case the power is out for an extended period of time.
My guess would be a lack of electrical current due to some kind of interruption.

From what little I’ve seen it appears an insulator failed on a major transmission
line causing one leg to fall to the ground. What voltage this was I’ve not read.

Maybe for the White House, Pentagon and IRS bunkers.
Beyond that, I'd be very surprised.

There is a lot of “legacy” power systems in place to these very old buildings etc.
You would be surprised in the lack of “redundancies” for most Government buildings. It’s not the private sector after all.
Back-up generators that just keep the computers running can occupy more physical space than most of these agencies have available to them, never mind the forethought.
Interestingly enough, on the day of this power outage I saw from my building what was clearly a massive fire emanating in PG county. I thought about taking a photo since it was so unusual.
From my building I see “Chopper1” which is usually 2, and Ospreys flying in and out of DC on a regular basis. I will hear the Jets from Andrews AFB, when they are scrambled in response to a “threat”. You may recall the “hacked” Reuters account that suggested a bombing at the White House. The amount of aircraft put in the air when that happened was really something.
For the most part, our Government is only prepared to react.
