Hey Holder, why don't you start with "common sense" tracking of those who use the first amendment. You could have bracelets for members of the press (the ones who started the Charlie Hebdo massacre), those who want to petition government (a known collection of dangerous kooks), those who want to assemble (riots waiting to happen), those who want to speak in the open (dangerous anti-government ideas that need to be tracked) and those who practice religion (let's start with yellow stars for the Jews and continue on with other symbols for other religions).

I think that all government employees should have to wear one. Then when they screw up, as they inevitably do, we can know exactly where they were at the time of a crisis. No more, “Where was the President when such and such happened?”
