Batman? I’m more of a Marvel man, but that’s for a different day and lots of scotch. I would go with he didn’t do that in the 80’s because there was something called theSoviet Union and Crimea and Ukraine were part of it?
But you are correct, Reagan would have fast tracked Keystone if there was a Republican congress and senate that would have put it on his desk for signature.
