Ammo purchases are likely more about choking off the civilian market than actually acquiring the ammo for use.

Thus all the effort to change the culture of the military. Recruit grunts who are more in their line of thinking and make it uncomfortable for those who aren’t. Over time the NCO ranks will no longer be full of your ‘loyal rednecks.’
Combine that with an officer core educated in liberal colleges and groomed in politics more than tactics and the next generation of the military will follow orders no matter what they are.
Install a godless gay military and when Obama tells them to use live rounds on American citizens, they will.
