This document was filled out and sent to Great Britain (the United Kingdom).
Your sample document is not from the 1961 time frame, but a much later date.
You quite obviously did NOT read either of the links I provided, which show that the document has apparently been tampered with and was debunked. There's NO way you can now claim this is a genuine document OR that...

The 'document' is quite clearly shown in the two posts from 2009 TO HAVE NO PROVENANCE. It's a curiousity, nothing more.
And the age of the UK sample has nothing to do with it, as a British colony, Kenyan documents would simply have followed the same format. The docs from England haven't changed for a hundred years or more.
