Will this "Czar" crap ever undergo a Constitutional litmus test?
I know Bush had his "Czars" too, but this is getting out of hand.

Has congress approved these Federal positions? The president can't just invent new Federal jobs unless they are in the budget. Did any REPUBLICANS vote for these jobs? What is going on here?
