All of the following occurred during the Clinton Administration:
Our intelligence communities uncovered a Communist Chinese plan to
infiltrate and influence American elections.
China implemented a plan to acquire as much dual-use technology as
possible for diversion to military applications.
China continuously violated various non-proliferation treaties.
China continuously engaged in the proliferation of components, plans,
and processes for the development of weapons of mass destruction to countries displaying
animus to the United States.
China continued to violate the civil rights of its people.
China, either directly or through its agents, funneled millions of
dollars in illegal campaign contributions into the Clinton Administration.
The Clinton Administration allowed individuals to accept positions in
government without proper background checks and allowed them access to classified
materials.
The Clinton Administration allowed unusual access by foreign
nationals to the President, top advisors, and various officials.
The Clinton Administration lobbied and openly supported the lease of
a United States naval base by a reported arm of the Communist Chinese military.
The Clinton Administration changed foreign policy towards Vietnam, in
violation of promises made to the American people.
The Clinton Administration lied to the American people about the true
value of the land comprising the Grand Staircase Escalante National Monument, to the
detriment of American businesses and the Utah school system.
The Clinton Administration issued a special waiver for Chinese-owned
Poly Technologies to import weapons, despite a United States ban on certain types of guns.
Restrictions on dual-use satellites were eased after direct
intervention by the Clinton Administration.
Restrictions on hot-engine technologies were shifted after direct
intervention by the Clinton Administration.
Restrictions on supercomputers were eased after direct intervention
by the Clinton Administration.
Restrictions on encryption technology were eased after direct
intervention by the Clinton Administration.
Under orders from the Clinton Administration, classified documents
were declassified and dumped without proper vetting.
The Clinton Administration allowed the Secretary of Energy to
implement an "openness" initiative at our nuclear labs, thereby jeopardizing
national security.
The Clinton Administration ignored reports of espionage at our labs,
and lied repeatedly to the American people about it.
These events occurred concurrently, repeatedly; they were not isolated
nor did they occur in a political vacuum.
Individuals who attempted to raise an alarm were fired, put on leave,
or ordered to alter their testimony, records, or recommendations. Promised changes in
procedure to strengthen national security were not implemented until months after they
were reportedly ordered, and still appear to be insufficient.
In almost every instance, it took the joint, direct intervention of the
United States Congress to once again put Americas interests first. In almost every
instance, it took the joint, direct intervention of the United States Congress to repair
the damage wrought by the Clinton Administration.
We, the compilers of this report, once again ask Congress to put the
interests of Americans first. We, the compilers of this report, ask Congress to prevent
additional damage from being done. We ask that protection be offered to those who want to
implement changes or expose potential threats to our national security. We ask that those
responsible for willfully compromising our national security be held accountable for their
actions.
We, hardworking Americans from all corners of the United States, ask
you to protect us from the people who have caused such irreparable harm to our country; we
ask you to protect us, using any means the law will allow, from the Clinton
Administration.
