That’s how it should be done. But for some reason (cough) in the big cities, it’s necessary to put all the ballots in boxes, then a van, then drive them to a counting center to be counted, which requires chains of custody, etc. and overly complicates things (intentionally). And on the ride, additional boxes of ballots are magically added, and for some reason if polls close at 8, it takes the van drivers sometimes 7 hours (8pm-3am) to gather all the ballot boxes and drive them to the counting center, because we all know that there’s LOTS of traffic late at night in a city on a Tuesday.
