Let me add something else here. These buses would be functional again after changing all the fluids. Additionally, it'd be wise (imperitave actually) to remove the spark plugs or injector nozzles if they are diesel and turn them over a few times to displace any water that got into the cylinders. After that, these babies will crank up and go.
Let's see how long it takes New Orleans to figure that one out. If they don't, somebody will get some nice buses really cheap.
