An official for the District of Columbia Public Schools (DCPS) told a U.S. Department of Education bullying summit on Friday that 15.3 percent of high school students in DCPS identify as either gay, lesbian, bisexual or “questioning” — i.e. not sure of their sexuality. Despite a recent court order, Washington, D.C., is still refusing to issue concealed-carry permits to its residents, according to Devin Watkins, who attempted to obtain a permit last week. A man attacked a Metrobus driver with a weapon and hijacked his bus Tuesday morning, D.C. police said. The bus then struck a pedestrian, who later died. Three major cities accounted for more than half of the rise in the national murder rate between 2014 and 2015, a new report shows. Though overall crime rates were stagnant in America’s 30 largest cities the murder rate rose 13.3 percent, according to a report from the Brennan Center for Justice.
