    A pressure cooker in a parked car on the National Mall aroused the suspicions of Capitol Police in Washington on Sunday, and they called out a bomb squad to do away with it. Officers spotted the car on routine patrol and found it suspicious. Inside were the pressure cooker and what appeared to be a propane tank.     On Monday, a federal judge struck down DC’s concealed carry law, calling the requirement for applicants to show “a good reason to fear injury to his or her person, which shall at a minimum require a showing of a special need for self protection distinguishable from the general community” as unconstitutional.
