Latia Harris, 25, is accused of assaulting Catherine Ferreira and threatening to kick the woman's 2-year-old son while a crowd of onlookers stood and watched, some of them recording the beating with their cell phones rather than intervening.

Do any lawyers or others among us have any idea whether the Tea Party groups that were targeted by the IRS can file a RICO action against the IRS?
