For years Americans' right to privacy, as granted by the Fourth Amendment of the U.S. Constitution, has come under threat as the country's surveillance systems have grown. After intelligence leaks by former National Security Agency employee Edward Snowden, however, the NSA's domestic dragnet is finally getting the attention that many people feel it deserves.

A Utah lawmaker concerned about government spying on its citizens is questioning whether city water service should be cut off to a massive National Security Agency data storage facility outside Salt Lake City. Republican Rep. Marc Roberts, of Santaquin, said there are serious questions about privacy and surveillance surrounding the center, and several Utah residents who spoke at a legislative committee hearing Wednesday agreed. SALT LAKE CITY, February 12, 2014–Can Utah shut down the new NSA data center by turning off the water? A new bill introduced by state Rep. Marc Roberts seeks to do just that. The legislation drafted by a transpartisan coalition organized by the Tenth Amendment Center (TAC) and the Bill of Rights Defense Committee (BORDC) called OffNow Coalition. The Utah Fourth Amendment Protection Act would expressly prohibit state material support, participation, and assistance to any federal agency that collects electronic date or metadata without a search warrant “that particularly desribes the person, place and thing to be searched or seized.”...

Its purpose: to intercept, decipher, analyze, and store vast swaths of the world’s communications as they zap down from satellites and zip through the underground and undersea cables of international, foreign, and domestic networks.... Flowing through its servers and routers and stored in near-bottomless databases will be all forms of communication, including the complete contents of private emails, cell phone calls, and Google searches, as well as all sorts of personal data trails—parking receipts, travel itineraries, bookstore purchases, and other digital “pocket litter.”... The heavily fortified $2 billion center should be up and running in September 2013." In other words, in just over 1 year, virtually anything one communicates through any traceable medium, or any record of one's existence in the electronic medium, which these days is everything, will unofficially be property of the US government to deal with as it sees fit.</p>

A former FBI counterterrorism agent has hinted at a vast and intrusive surveillance network used by the U.S. government to monitor its own citizens. Tim Clemente admitted as much when he appeared on CNN Wednesday night. Discussing the Boston Marathon attack and past telephone conversations of Katherine Russell and her now deceased husband, suspect Tamerlan Tsarnaev, Clemente said that those conversations would be available to investigators.
