An East Stroudsburg man was arrested Wednesday on charges he stole tip jars from at least four restaurants and the Toys for Tots donation jar from the Arlington Diner in Stroud Township. Michael M. Moya, 23, was identified earlier in the week as a suspect in the Toys for Tots theft at 834 N.
