There is one other option I have not seen discussed here. And I think it would qualify as nuclear. If Cheney would order a very direct action to resolve the matter of those who are trying to Kill Terri and have men to carry that order out GW can in turn Pardon Cheney and all involved. The primary reason of government is to protect it's citizens. The argument of states rights and "it's a private matter," regarding Ms. Shindler-Schiavo, must be trumped by common sense.
