Clean tech has seen a boost as the U.S. pours government funding into renewable energy, and China looks set to reap much of the benefits. Latest example: a Chinese wind-turbine company has just become the exclusive supplier for one of the largest wind-farm developments in the U.S. The Shenyang Power Group has signed on to supply 240 of its massive 2.5-megawatt wind turbines to a 36,000-acre development in West Texas. The Wall Street Journal reports that the wind farm is also slated to receive $1.5 billion in financing from the Export-Import Bank of China.

A proposed law could make comparing Soviet rule with that of the Nazis a crime. Intellectuals fear a manipulation of Russia’s past.A bitter joke from the Soviet-era has it that Russia is the world's only country with an unpredictable past. That jibe has come winging back in recent days, after the Kremlin announced the creation of a special 28-member panel tasked with examining and combating examples of "historical revisionism" that harm Russia's image. The committee, which has no legal power, is chaired by the head of President Dmitry Medvedev's administration, Sergei Naryshkin, and includes a sprinkling of historians but also...

BOISE, Idaho — An Idaho gun shop that went to federal court to keep the Bureau of Alcohol, Tobacco, Firearms and Explosives from pulling its gun license has reached a settlement with the agency. Terry and Ryan Horsley of Red's Trading Post in Twin Falls asked the court to review their case in 2007, after the ATF revoked their license. The ATF said the shop had repeatedly violated gun sales rules. The Horsleys said they had been targeted by the agency and that most of the problems were clerical, such as using abbreviations on gun sale documentation. Red's Trading Shop...

El Rushbo, the larger point of what’s happening to you is sailing right over your fat heads. You’re letting yourselves get bogged down in minutiae — Does Carville talk to Stephanopoulos? Does Steele have iron in his spine? Is Matt Lauer as dumb as he looks? — when you should really be seeing the forest behind the trees. President Obama will convene the most ambitious arms reduction talks with Russia for a generation, aiming to slash each country’s stockpile of nuclear weapons by 80 per cent. The radical treaty would cut the number of nuclear warheads to 1,000 each, The Times has learnt. Key to the initiative is a review of the Bush Administration’s plan for a US missile defence shield in Eastern Europe, a project fiercely opposed by Moscow. Mr Obama is to establish a non-proliferation office at the White House to oversee the talks, expected to be headed by Gary Samore, a non-proliferation negotiator in the...

In the 1950s, the word "socialism" was as vulgar as the four-letter words, which, when uttered by a youngster, could result in a mouthful of soap. Not so today. Perhaps contemporary acceptance of the term is the result of tolerance lessons, or political correctness that permeates progressive thought today. It could be ignorance; schools no longer teach the flaws of socialism. Or, what's even worse, today's acceptance of the term is more likely to be acceptance of the system. When Rep. Maxine Waters, D-Calif., blurted out in a congressional hearing that she was ready to "socialize" the oil industry, it...

CHAPTER ONE IN THE WEB Ten years I labored in the cause of Communism. I was a dedicated "comrade." All my talents and efforts were zealously used to bring about the triumph of Communism in America and throughout the world. To me, the end of capitalism would mark the beginning of an interminable period of plenty, peace, prosperity and universal comradeship. All racial and class differences and conflicts would end forever after the liquidation of the capitalists, their government and their supporters. A world union of Soviet States under the hegemony of Russia would free and lead mankind on to...

'100 Dead' In Anti-China Protests In Tibet By Sky News SkyNews - 9 minutes agoChina has locked down the Tibetan capital of Lhasa and set a deadline for rioters to surrender following the worst violence in 20 years. Beijing said that 10 people had been burnt to death during a day of unrest, while Tibet's government-in-exile in India warned that the number could be much higher. In a statement from its northern India base, it said: "We have unconfirmed reports about 100 people had been killed and martial law imposed in Lhasa." The government said it was "deeply concerned" by...

One of the largest markets in the Tibetan capital, Lhasa, is in flames and at least one police car has been burnt as angry monks and Tibetans clash with police today. The surge of violence follows almost a week of demonstrations by lamas from monasteries around the Tibetan capital, who have been demanding greater freedom of religion before the Olympic Games as well as independence for the deeply Buddhist Himalayan region.

I'm dancing on the top deck with a 71-year-old feminist and psychotherapist whom I've come to think of as the Twirler. We've spent two days attending seminars on The Nation magazine's Alaska cruise; we've talked about the Bush presidency and prison reform and single-payer health care. Now, at almost midnight, my fiercely intelligent and opinionated new friend is putting all the heady political talk behind her by bodily twirling. "If I start to get dizzy, then I twirl in the opposite direction," Charlotte tells me as the live band revs up its throbbing Motown beat. "I won't fall." "Good, please...

The 13 women and two men were shot on a bridge in the north-eastern town of Onseong as local residents watched. It was the second mass execution to be reported this week. The group of 15 were sentenced to death for illegally crossing the border into China or for helping others to do so, to...

Andy Garcia is urging fashion-conscious rebels to stop wearing T-shirts emblazoned with the image of Latino revolutionary Ernesto 'Che' Guevara because they remind Cubans of terrible times. The actor accepts that Guevara stands for rebellion and is seen as a hero to many, but he sees the revolutionary as a butcher who killed millions of his countrymen. Argentine-born Guevara helped current Cuban leader Fidel Castro overthrow General Fulgencio Batista's government in a guerrilla revolution in the late 1950s. Garcia, who left Cuba when he was five, says, "I'd be curious to go around and ask them how much they really...

Historians credit left-wingers with coining "politics of fear" to belittle Sen. Joseph McCarthy's campaign against communists in the U.S. government. The phrase went into hibernation in the 1960s, a torpidity even warmonger-in-waiting Lyndon Johnson's daisy-girl ad couldn't disturb, only to reemerge in the 1980s to denigrate Ronald Reagan's Cold War-winning strategy. These days, the phrase has become the lefties' No. 1 rhetorical trump card against the war against Islamic terrorism. To them, Americans have more to fear from the Bush administration than from the terrorists who seek to bring America to heel. Sen. Barack Obama uses it in almost every...

Maoists are turning cannibals. They eat human flesh to terrorize villagers. This was revealed by the residents of Bandiguda, 45 km from the district headquarters town of Malkangiri. The district police, under the leadership of daredevil SP Satish Kumar Gajbhiye, risked in organizing a community policing programme in a far-flung area, known as the Red Terror Zone of the district. On August 3, 2007, the people of Bandiguda saw Mukunda Madhi of their village being lifted by 'Papular Dalam Commander' Bhagat, as Mukunda was suspected by the Maoists as a police informer. Next morning, Mukunda was brought back to the...

Anti-war activists vowed they will have long memories about the deal Democratic leaders struck with the Bush administration this week on Iraq war funding, warning that they will exact retribution from lawmakers in both parties in 2008. Enraged by what they considered capitulation by Democrats, anti-war leaders vowed to redouble their efforts at defeating the next funding request when it comes up as expected in September. The group MoveOn.org, which previously had been an ally of the Democratic leadership on the war issue, in a statement raised the specter of "in-district advertising and recruitment of primary challengers" as punishment for...

Maverick filmmaker Michael Moore took the first step on Wednesday in launching his own probe into the U.S. government's investigation of him for making an unauthorized trip to Cuba to film scenes for his latest movie "SiCKO." Moore's attorney David Boies sent the U.S. Treasury Department a Freedom of Information Act request for all documents in its possession regarding its civil investigation of Moore which was launched by the Treasury's Office of Foreign Assets Control. The Office of Foreign Assets Control told Moore earlier this month that it was conducting a civil investigation to see if he violated the U.S....

The group, which described itself as a “movement of Iraqi Communists and Marxists experienced in armed struggle, leftist Iraqi nationalists, and their supporters,” claimed responsibility for an attack against U.S. troops at the Khan Al-Nus area between Najaf and Karbla on Sunday. The leaflets, which carried a photo of Cuban Marxist...

THE BEAR GOES WALKABOUTby Mark Steyn You gotta love these alternative theories for the murder of Alexander Litvinenko, the late “Russian dissident” (and there’s a phrase one hadn’t expected to make a comeback quite so soon). Relax, say the Kremlinologists (and there’s another), it wasn’t Putin who had the guy whacked. It was rogue elements within the state apparatus who gained access to supposedly secure facilities and then contaminated five international jets and dozens of joints all over London in order to pull off the world’s first radiological assassination. Oh, well, that’s okay then. Nothing to worry about. The late...

The United States has long thought itself to be the world's moral compass and "peace" keeper. Former Secretary of State Madeleine Albright proclaimed the United States to be the "indispensable'' country. Yet abroad or at home, the reality is different. The United States, with less than 5 percent of the world's population, produces 25 percent of the greenhouse gases. It leads the world in per capita consumption of five basic commodities: grain, meat, oil, coal and steel. President Bush, and most Americans, believe the United States to be the "greatest nation on Earth," or No. 1. But with no president...

As French presidential frontrunner Ségolène Royal visited China this weekend, a row erupted after France's tourist chiefs advised officials dealing with Chinese visitors: don't mention Tiananmen, Tibet or Taiwan. The suggestions, contained in a 65-page booklet produced by the French Ministry of Tourism, have outraged human rights groups, who describe them as scandalous, naive and cynical. The advice to avoid sensitive political issues comes in a chapter on negotiating and doing business in the guide entitled "Chinese tourists: How best to welcome them". Under the heading "Principles of etiquette", it counsels: "Avoid talking about Chinese politics; for example, events at...

In the spirit of holding our political leaders accountable, this year-end review will tabulate the worst lies told by Bush and company, along with several stories that were underreported in the media. Much of what was generated got lost in the fog of war, but the long arm of history will retrieve these moments. As the president said in his news conference this week, if they’re still writing about No. 1—George Washington—there’s plenty of time before the historians can properly evaluate No. 43. Judging by the mess in Iraq, it could be 200 or 300 years—if ever—before Bush is vindicated....

WASHINGTON -- An old saying in politics in Moscow is that relations between the United States and Russia are always better when a Republican rules in the White House. We are statesmen, and the Republicans are statesmen. Because we both believe in power, it is easy for the two of us to understand each other. The problem with this saying is the paranoid mind-set behind it, for it implies that the nature of Russian-U.S. relations has not changed fundamentally since the Cold War's end -- that the animosities that exist between the two countries are those of two permanently implacable...

KIEV, Ukraine - Ukraine held solemn commemorations Saturday to mark the 73rd anniversary of a man-made Soviet-era famine that killed one-third of the country’s population, a tragedy that Ukraine’s president wants recognized as an act of genocide. At the height of the 1932-33 famine, 33,000 people died of hunger every day, devastating entire villages. Cases of cannibalism were widespread as desperation deepened. Black ribbons were hung Saturday on the blue and yellow national flag, and in cities across the country, officials laid flowers at monuments to the estimated 10 million victims. President Viktor Yushchenko and Parliament Speaker Oleksandr Moroz unveiled...
