SACRAMENTO -- The state handed out millions in taxpayer dollars to community groups and local agencies without providing adequate oversight of how the money was spent, a newspaper reported Sunday. A review of the process used by the state Parks and Recreation Department to distribute grants revealed questionable business practices, poor record keeping and scant follow-up by the state, according to the San Francisco Chronicle.
