    Bishop Salvatore Matano of Rochester, New York, has issued a set of comprehensive guidelines for the administration of the sacraments, calling for careful attention to the liturgical and canonical rules of the Church. In a cover letter introducing the guidelines, Bishop Matano urges ministers to “take very seriously the implementation of all that is needed and required for the proper celebration and reception” of the sacraments. His message implicitly acknowledged that the Church’s norms had frequently been ignored in parishes of the Rochester diocese.
