    <p>As Beacon Hill braces for big spending cuts and grapples with a spiraling fiscal crisis, gubernatorial candidate Robert B. Reich yesterday offered a plan for major budget expansions.</p> <p>Reich unveiled an ''economic vision for Massachusetts'' that would vastly expand state spending on education, health care, and transportation to create jobs. ''The long-term question is not whether we can afford to make those investments,'' Reich said. ''It is whether we can afford not to.''</p>
