Prohibition entails direct enforcement costs and prevents taxation of marijuana production and sale. This report examines the budgetary implications of legalizing marijuana – taxing and regulating it like other goods – in all fifty states and at the federal level. I read the advertisement in the Union-Tribune for the annual Miramar Air Show Oct. 14, 15 and 16, and my jaw dropped in disbelief. I just don't understand how the Blue Angels can justify fueling and flying these jets in their annual celebration given President Bush's plea to Americans to cut back on fuel usage.
