In the days after President Trump fired James B. Comey as F.B.I. director, law enforcement officials became so concerned by the president’s behavior that they began investigating whether he had been working on behalf of Russia against American interests, according to former law enforcement officials and others familiar with the investigation. The inquiry carried explosive implications. Counterintelligence investigators had to consider whether the president’s own actions constituted a possible threat to national security. Agents also sought to determine whether Mr. Trump was knowingly working for Russia or had unwittingly fallen under Moscow’s influence. The investigation the F.B.I. opened into Mr....

Donald Trump said on Friday that he does not plan to declare a national emergency – a day after suggesting he would “probably” do so. Speaking at a cabinet meeting over the government shutdown and the border wall, Trump said: “What we’re not looking to do right now is national emergency.” The president instead urged Democrats to “come back and vote” in Congress in a bid to end the government shutdown. Trump insisted he had the right to declare an emergency, but said: “I’m not going to do it so fast”, according to a White House pool reporter.

Later on Friday morning, Federal Reserve Chairman Jerome Powell said the central bank will be patient in raising rates, quelling fears of tighter monetary policy in the near future. The Dow Jones Industrial Average rose 800 points, or 3.5 percent. The S&P 500 rallied 3.5 percent, with the tech sector gaining more than 4 percent. The Nasdaq Composite climbed 4.3 percent. A broader measure of unemployment that includes discouraged workers and those holding part-time jobs for economic reasons held steady at 7.6 percent. In addition to the...

Death to America. Death to Israel. Curse the Jews. Victory to Islam.” He has also taken to his unverified but media– and think tank-cited Twitter account to repeat the infamous Houthi slogan.
