Around 10:00 p.m. Tuesday night, a 27-year-old man in New Haven, Connecticut, was suddenly attacked while walking down the street. The attacker, “an adult black man holding a knife,” allegedly said “Happy Halloween” and stabbed the victim in the bicep.
