The Office of the Inspector General of the State Department found in its latest investigation that Clinton aides had “created an appearance of undue influence and favoritism” in a number of cases including that of Ambassador Howard Gutman. The investigation is largely a whitewash. There is no mention of the fact that one whistleblower related to the case, Richard Higbie, had his emails deleted by a hacker.
