The road back for Detroit seems to be getting longer. More than three months after its historic bankruptcy filing, city officials Friday offered up their proposed plan to pay bondholders, pensioners and other creditors holding its $18 billion debt substantially less then they're owed. "We think the plan is reasonable," emergency manager Kevyn Orr told reporters. "We really don't have time for a lot of acrimony and litigation." But even before Orr had a chance to formally unveil it, the plan was under heavy attack from investors, unions representing city workers and other creditors.

CAMBRIDGE (CBS) – Cambridge police say the man wanted for sucker punching at least three people over the weekend is not part of a disturbing national trend known as the ‘knockout game.’ The series of unprovoked attacks happened in broad daylight Saturday afternoon between Massachusetts Avenue and Trowbridge Street. In this first incident, according to a Cambridge police report, a man told officers he was walking towards Central Square when the suspect walked “directly towards him.”

Two Baltimore women are being held without bail after being charged with torturing and sexually assaulting another woman in Reservoir Hill, police said. According to a police charging document, a 23-year-old woman told police that a longtime friend, Shameka Davis, 29, invited her to an apartment on Lennox St. on Jan. 23. At the apartment, the woman said Davis tied her to a chair and duct tape was placed over her mouth, and a knit hat was pulled down over her eyes, police said.

A man accused of shooting a woman and man with a blow dart in two separate attacks in Washington state has made his first court appearance on assault charges. The violent late-night fight that ended with the death of a 23-year-old California woman might have been sparked by a photobomb, a source told the LA Times. According to a friend, Kim Pham accidentally walked right in front of a camera while another group was snapping photos outside of The Crosby lounge in Santa Ana on Saturday. A verbal argument erupted between Pham's friends and the other group, which quickly dissolved into a brawl as the young woman was pummeled into the ground. Pham did not survive the beating. She was declared brain dead and taken off life support Tuesday.

BATAVIA — A judge as required by a higher court officially reduced the sentence for Jacquetta Simmons Monday in Genesee County Court. “It was obvious the sentence I imposed I thought appropriate,” Judge Robert C. Noonan said. “I have no discretion to modify the sentence.” Noonan then sentenced Simmons to one year in Genesee County Jail, with credit for time already served. Simmons served about four weeks before she was released after a judge granted her a stay pending appeal. With good behavior, she could be released after about seven months. Police say a dispute among brothers over a video game turned violent Wednesday morning about 5 a.m. Officials say 18-year-old Luke Marshall was playing a video game with a friend when his older brother told him to be quiet. Cops said Monday they are looking into a possible bias crime after a group of Hasidic men pummeled an openly gay black man and broke his eye socket on a Williamsburg street.
