Exactly right... a rabbit or person could eat cannabis all day long and not get high. THCa is converted to THC when it is heated, that is why cannabis is smoked (burned) or cooked (ie brownies). THCa drops a few molecules and is convert to THC which is psychoactive.

One of my friends in college had a typical Chihuahua that yapped and bit just for kicks. Sometimes when her parents were gone, she’d invite a few of us to drink and smoke at her house-she would give the yappy dog a couple of power hits, and he would shut up and just zone out-he never seemed to mind at all...

Same thing happened with me in those days. A cat came wandering into our apartment while we were toking. Someone blew pot smoke into a paper bag and stuck the struggling cat’s head into the bag. The cat bolted and ran out the open door of the apartment. A few minutes later, the cat came back in and tried to stick its head back into the sack.

1. The leaves & stems which a rabbit or other animal might eat are about as intoxicating as the sweat on a beer bottle.
2. The intoxicating flowers of the plant are sticky & pungent, repelling most birds & animals from the enclosed seeds, a natural deterrent like thorns.
3. The flowers are intoxicating only in the last month of growth, ending when seeds are produced & the plant dies. Naturally, animals want the seeds, but this is when the plant is most sticky & stinky. Yet even brushing by a young plant will stink you up good, something a predator can smell a mile away.
If the animals don’t know this, they soon will, just as they know of many other plants to avoid. The woods are full of poisonous plants, yet the rabbits & deer thrive.
Every summer “volunteer” marijuana pops up all over the USA. Arkansas ditch weed is famous - they say you can pick it on the side of the road, but it wont get you high. So, US wildlife is probably very familiar with the plant.
This DEA agent, like all the rest, is just protecting his livelihood by spouting nonsense. If the WOD ever ends he will become a meat, light bulb, & outdoor grill confiscator.
My dog care nothing for it but she did have quite a taste for beer.
