I’m dubious about the Russian government’s devotion to Christian principles, but they don’t to be religious to recognize that the abortion rate is a disaster for Russia.
Under Putin, all abortion advertising has been prohibited and abortions banned after the 12th week of pregnancy. In addition, a two to seven waiting period for abortions is required in Russia and a one-time $13,000 baby bonus is paid to encourage births.
According to this Russias abortion rate has declined steeply from the unreal numbers in the early 90s. This says there where around 42 abortions per 100 live births in 2012 Russia, in 2003 USA there were 24 from what I have found.
It could be that they are just using better western style birth control now, I suppose.
So, in 2012 there were about 42 abortions per 100 live births, not 130. The last time the number of abortions exceeded the number of births by 30% or more was in 2002. Additionally, rather than representing the most grisly statistic the world has ever seen, an abortion rate 30% larger than the birth rate was actually a huge improvement from rates that prevailed in the early 1990s
It has fallen drastically, but it is still higher than the US rate. According to this, there was a peak of something like 280 abortions per 100 live births in early 90s Russia. They didn’t reach 100 abortions per 100 live births until 2006-2007. No wonder they are in a demographic crisis now.
