I agree with a lot you say but take exception to the statement that we require a lot more terrorist attacks to justify action.

We have had several terrorist attacks and no action taken which is why we had 9/11. We will not take terrorist actions with no reaction any longer.

Also airiners take off from MIA one of two ways, To the east out over the water and turn to sight see along the beach as they climb to altitude. Or to the west over the everglades turn east and repeat the same.

I'm familiar with the everglades route. I had relatives on the Valuejet.
