U.S. blames Israel

WASHINGTON, May 21 (UPI) -- The United States on Tuesday said Israel's "destruction of the Palestinian Authority's security infrastructure" was partly responsible for Palestinian leader Yasser Arafat's failure to control extremists.

According to the State Department's latest report on "Patterns of Global Terrorism" -- the first to be published since the Sept. 11 terrorist attacks on New York and Washington -- Israeli military attacks on West Bank cities and targeted strikes against Palestinian police stations and security establishments undermined Arafat's ability to arrest extremists and restore order.

The report echoes the Palestinian Authority's own complaints that the Israeli strategy of shelling prisons and police stations and forcing the Palestinian security organizations into disarray had made it more difficult to arrest and hold militant Palestinians.

"Israel's destruction of the Palestinian Authority's security infrastructure contributed to the ineffectiveness of the PA," the report says. "Significantly reduced Israeli-PA security cooperation and a lax security environment allowed Hamas and other groups to rebuild terrorist infrastructure in the Palestinian territories."

Meanwhile, the State Department said Tuesday it believed Palestinian documents seized by the Israelis in West Bank raids last month are authentic, but differed with the Israeli authorities on their interpretation.

"We don't have any question about the authenticity of those documents," Ambassador Francis X. Taylor, the State Department's Coordinator for Counterterrorism, told reporters Tuesday.

He made the comment when asked specifically about one document the Israelis said was in Arafat's handwriting authorizing funding for Tanzim, the militant wing of the Palestinian Liberation Organization Fatah organization, and for the al-Aqsa Martyrs Brigade.

The State Department has designated al-Aqsa as a foreign terrorist organization.

Documents captured by Israel and made available to journalists last month show detailed memos the Israelis said were from top Palestinian intelligence officials on the activities of terrorist cells operating in the territories.

The Israelis say the documents are a paper trail showing that Palestinian leader Yasser Arafat and the top levels of the Palestinian Authority had direct links to militant attacks on Israelis in the intifada, or uprising.

Senior Palestinian officials, including Arafat, have denounced the documents as forgeries. Taylor's statement was the first indication that the State Department regards them as genuine.

However, Taylor said the State Department reserves judgment on whether the documents implicate Arafat or the Palestinian Authority's senior leadership.

This view is in line with the State Department's latest periodic report on Palestinian compliance with the commitments in peace agreements with Israel.

The report released last week, and covering a six-month period ending last December, said, "there is no conclusive evidence that senior leaderships of the (Palestinian Authority) or PLO were involved in planning or approving specific acts of violence."

Taylor stressed that the State Department was "continuing to examine these documents."

The arabs can come and take it back anytime they want too, they know were Israel is...

The only moral authority I need is G-d Almighty, who has promised that the Edomites -- every man, woman, and child will be consummed by fire in the end of days.

As will those who commit murder, I understand.

And your support of the would-be bombers is not different in any way from those dancing Palestinians. You're just pissed that you don't have a reason to celebrate.

The US State Dept. announced yesterday that there is NO evidence linking Yassir Arafat with terror on Israeli citizens -- so when it comes to having no moral authority -- I'm in good company. But you can't blame me can you -- seems that the more innocent children you kill, the more the US State Dept., the Europeans, the liberal media etc. LOVE YOU. Or is this adoration only reserved for killers of Jewish children? Hey listen up! I'm not looking for any damn moral authority. The entire world seems help bent on destroying the last vestige of the Jewish people -- and anyone, even if they eat candy and laugh in celebration at the thought of murdered Jewish children to me is refuse -- garbage -- my mortal enemy. ...the PLA doesn't preempt acts of terror -- they plan it, fund it, order it, reward it -- and then spin the result in the best possible light to the gullible Western media -- and then US State Dept., EU, UN turn a blind eye to it. You might agree that the Israeli goverment has been far more assiduous in avoiding the casualties of "innocents" than the PLA -- in fact the PLA deliberately targets innocents. Then why do over one third of all UN resolutions have to do with condemning Israel in one form or another? The remarks I made that disturbed you so much were meant to be disturbing. No -- I don't want to see innocent people killed. My remarks were made in response to the blatant double standard in force when discussing the ongoing conflict in the Middle East.


Thanks for informing me of this,I had already been trying to NOT buy things made in Communist China,especially since the Peoples Liberation Army(PLA) owns so many of the slave labor factories over there.I believe that the words "free trade" and "Communist China" are incompatible.

Since the state department is responsible for arming Palestinian terrorists in the region and could be held liable for that, it only seeks fantasies to intellectualize the glaring fact of its continuing and stuborn fiasco in the region.

That goes without saying.

I would have thought that it also went without saying that private acts of mass murder (fortunately only attempted, in this case) cannot be countenanced by civilized people or their governments, but I see I was wrong. It takes REALLY BIG MEN to plant bombs in a girls' school, doesn't it?

And it takes super he-men like you and the Ghost to stick up for the criminals and say the Israeli authorities should have abandoned their responsibility, looked the other way and allowed it to happen, just like the PA would do.

Since you are not well read in Mid East history I did a little research for you. You might want to check out old Dr. Baruch Goldstein, an Israeli "settler" from the U.S. who had come to occupy Palestinian land. When things weren't moving as quickly as he liked he simply blew away the brains of 29 or so praying Muslims in a Mosque. Today his grave is a shrine in Israel worshipped by many like yourself. Or you might want to check out the massacre of 250 old men, women and children at the Palestinian village of Deir Yasin back in 1948. This little party was sponsored by those "freedom fighters" known as the Irgun, whose main function was to terrorize (oh, gosh, there's that word) the Palestinians into fleeing so that Israel could be more ethnically/religiously pure...if you get my drift. So at Deir Yasin they were particularly vicious with rape and baby's being killed. I believe that Mr. Begin, who later served so well as Prime Mininster, was a key individual in the Irgun's terror campaign. A great tribute to Dr. Goldstein and other Israeli "freedom fighters" can be found at the New Kach website. Check it out!

And the time after that, and the time after that, etc. One of the leaders of Hamas recently stated that they had a twenty year supply of suicide bombers. The question is does Isreal have the will to live in a state of siege, a state of war forever. Isreal's politics got interesting today and should become even more entertaining in the next few years! Ho Chi Minh got his army's asses kicked on a number of occasions but, in the end, he got a city named after his own bad self. Can you see Tel Aviv being renamed Arafat City?

Can you REALLY not understand those driven to retaliate USING THE IDENTICAL METHODS OF THEIR TORMENTORS?

No. It's unacceptable to target schools and hospitals.

Sharon and IDF have been successful in greatly reducing the number of attacks. Selective, judicious, and humane. And it is working.
