Keep them all there and let them sort it out with no “help” or other interference from outside. Eventually the strongest gang will take over everything, at which point it will be known as “the government”. Throughout practically all of history, that is how governments have come into being.

I think this is done on purpose to create vulnerable children that the pedophiles can take advantage of. They are doing the same thing with the children crossing our border.
