I took the family to Mexico City once and did a number of Gray Line tours. One of the tour drivers told us that Mexicans went to the drivers license bureau, told the officers they could drive...and were issued a drivers license. No test, no proof. Maybe the tour driver was kidding...maybe not.

That deputy’s story tells me that officers need to operate in pairs. Maybe they’re in separate cars. But when one stops, they alert their partner to join them.
